- „Die Diskussion über die Zukunft der Europäischen Union“ geht auf eine Initiative der Regierungskonferenz (Erklärung über die Zukunft der Union) vom Dezember 2000 in Nizza zurück. Es geht dabei zugleich um eine umfassendere und tiefergehende Diskussion als „der Dialog über Europa“, den die Kommission im Februar 2000 eingeleitet hat. Sie ist Teil eines Prozesses des Nachdenkens und des Meinungsaustauschs zur Vorbereitung einer neuen Regierungskonferenz im Jahre 2004.
